The myth of "Toll-Free" cell phone calls while roaming
When you are away from your home network and see a toll-free 800 number, you might naturally assume dialing it won't cost you a dime. Unfortunately, reality is a bit more complicated, especially if your mobile plan has strict limits.
While the business on the other end isn't charging you for the connection, your cellular provider definitely still views it as a regular phone call. If you are currently roaming, you will still incur standard roaming charges for the connection.
Unless you have an unlimited calling plan, that toll-free call will chew right through your available monthly minutes, just like calling any local or long-distance number. So while the service itself is free of charge, the airtime required to reach it certainly isn't.
