Neither Bill Clinton nor Joe Biden served in the United States military.
During the Vietnam War era, both men received draft deferments that kept them from active military service:
Bill Clinton received educational draft deferments while attending undergraduate studies at Georgetown University and later as a Rhodes Scholar at Oxford University. Later, while facing the active draft, he secured a spot in an ROTC program (though he ultimately did not complete or join through that route, drawing heavy political scrutiny during his later political career).
Joe Biden received five educational ("2-S") draft deferments while an undergraduate at the University of Delaware and subsequently at Syracuse University Law School. After graduating, when he went for a physical examination in 1968, he was reclassified and medically disqualified from service due to a history of asthma as a teenager.
