The Challenges of Implementing IFRS 17

IFRS 17, the long-awaited international accounting standard for insurance contracts, has brought significant changes to how insurers report their financial obligations. While designed to enhance transparency and comparability across markets, its implementation presents a host of challenges—none more pressing than its sheer complexity.

Complexity is at the heart of the issue. Unlike previous standards, IFRS 17 demands a granular, principle-based approach to measuring insurance liabilities. It requires a deep understanding of both actuarial science and financial reporting, making it difficult for teams to interpret and apply consistently. The standard replaces disparate practices with a unified model—like the General Measurement Model (GMM)—which involves current estimates, future cash flows, and discounting techniques, all recalculated at each reporting date.

For insurers, this means not only overhauling legacy systems but also ensuring seamless collaboration between actuarial, finance, and IT departments. Many organizations still rely on outdated infrastructure not built for real-time data processing or stochastic modeling, adding another layer of difficulty.

Another often underestimated challenge is data. IFRS 17 requires high-quality, detailed data spanning decades of policies. Gathering, cleaning, and validating this information—especially for long-duration contracts—can be overwhelming. Add to that the need for consistent disclosures across jurisdictions, and the regulatory burden quickly multiplies.

Training and upskilling teams has also become essential. Accountants need a better grasp of actuarial methods, while actuaries must understand financial reporting implications. This cultural and technical convergence doesn’t happen overnight.

Though the transition is demanding, IFRS 17 ultimately aims to bring greater clarity to insurance financials. The road is steep, but the destination—a more transparent, globally aligned industry—is worth the effort.
