MARCK (PPE). (NL) Mr President, as chairman of Parliament's working group on dairy quotas I should first like to pay tribute to my predecessor, Mr Früh, who did this job so successfully for several years.

However, the two most important amendments are about rejecting the establishment of quotas.

I should like the Presidency to insist that the Council be represented here whenever we discuss matters which con cern it.

This provision has important implications for the setting of an allowable catch and the determination of fishing quotas in respect of high seas stocks.

This involved volume and customer allocation in order to maintain market shares.

In additional comments, members expressed the view that not enough use had been made of affirmative action, such as the setting of quotas.

I consider fixing the quotas for ten years to be a step in the wrong direction, and I believe that the Commission was already going the right way before this.

They are opposed to the Commission proposals with regard to both direct payments and setting quotas.

However, Mr Stevenson, things are not so straightforward that we can only blame the imposition of quotas for the number of fish that are discarded.

This is a clear illustration of the danger of setting excessively high quotas, but this has been going on for years and it is still continuing.

Individuals would be ill advised to take on exchange rate risks to pay for real property, so that from this point of view this sector would require a strengthening of the European Monetary Union, but it would be equally helpful if the ECU were to be more widely used in this form of credit, and this is, I believe, what the Commission itself would like to see.
