This cooperation shall include administrative and technical assistance aimed at the development and implementation of regulations and the efficient functioning of suitable standards and mechanisms.

All activities of European Union fishing vessels in the Malagasy fishing zone shall be suspended for the duration of the period of suspension.

Preferential treatment may be granted in such cases, subject to the submission to the customs authorities of the importing country, within four months of the date of accession, of a proof of origin issued retrospectively by the customs authorities of the exporting country.

If the dispute can not be resolved in accordance with paragraph 1 of this Article, the Parties may, by mutual consent, submit the dispute to arbitration, in particular that of the Permanent Court of Arbitration at The Hague, and the Parties submitting the dispute shall be bound by the arbitral decision.

This Agreement shall be ratified by the Parties in accordance with their respective national requirements.

This Protocol, and the Annexes and Appendices hereto, shall enter into force on the date on which the Parties notify each other of the completion of the procedures necessary for that purpose.

In the event of any disruption to a computer system that impedes such exchanges, the Party affected shall immediately notify the other Party.

Article 17

Relations with the WTO Agreement

Regional economic integration organizations shall, in their instruments relating to formal confirmation or in their instruments of accession, declare the extent of their competence with respect to the matters governed by this Protocol.

In the case of organizations one or more of whose Member States is a Party, the organization and its Member States shall decide on their respective responsibilities for the performance of their obligations under this Protocol.

In the framework of its official activities, the Foundation, its assets, revenues and other property shall be exempt from all direct taxes.

Accession

This Agreement shall be open to accession by any Government as defined in article 4, paragraph 3 which may accede to this Agreement upon the conditions to be established by the Council of Members, which shall have in particular the number of participation shares and a time limit for the deposit of the instruments of accession.

In accordance with Article 24(5) of Regulation (EU) No 514 2014, all official exchanges of information between Norway and the Commission shall be carried out using an electronic data exchange system provided for by the Commission for that purpose.

Entry Into Force

Article 3

In accordance with Article 24(5) of Regulation (EU) No 514 2014, all official exchanges of information between Iceland and the Commission shall be carried out using an electronic data exchange system provided for by the Commission for that purpose.
